THE POSITIONThe City of Rocklin is excited to announce a newly created HR/Risk Manager position that will oversee both Human Resources & Payroll and Risk Management functions. This leadership role will be responsible for guiding strategic initiatives, ensuring compliance with employment and safety regulations, and fostering a positive and productive workplace culture. The HR/Risk Manager will supervise a talented team, including a Senior Management Analyst, Management Analyst, Senior HR Technician, and HR Assistant in Human Resources; and a Payroll Administrator and Payroll Technician II in Payroll. This position offers the opportunity to provide strong organizational leadership and help shape the City’s HR and Risk Management programs.

ESSENTIAL DUTIES
Duties include, but are not limited to the following:
• Manages, directs, and organizes projects, activities, and resources for either the finance or human resources and payroll divisions; develops and implements goals, objectives, and policies and procedures in alignment with division priorities.
• Selects, trains, motivates, and directs assigned staff; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns.
• Assists in preparing and administering department budget; evaluates and recommends approval to meet staffing needs, and equipment, material and supplies requirements; analyzes, approves and reports on any variances.
• Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Department Director or designee; and attends City Council meetings as needed; prepares and presents other necessary correspondence.
• Represents the Administrative Services Department to City Council, other departments, outside agencies, and the public; explains and interprets policies, negotiates and resolves issues, and monitors legal and legislative developments related to finance, human resources, and payroll to City staff
• Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships.
• Performs related duties as assigned.
• Oversees all human resources and payroll functions, including recruitment and selection, employee relations, labor relations, classification, compensation and benefits, workers’ compensation, training, and human resource information systems functions.
• Represents the City in labor relations matters, including the meet-and-confer process, grievances, and related matters; manages and participates in City labor contract negotiations and oversees contract administration.
• Serves as the Risk Manager and ensures compliance with applicable federal and state laws, regulations, as well as municipal and other codes and ordinances.
• Develops programs, materials, and presentations aimed at communicating Human Resources programs, including presentations to employee groups, executive management, Council, and the public.
Education and Experience
Possession of a bachelor’s degree from a regionally accredited four-year college or university with major coursework in human resources, accounting, finance, public administration, business administration, or a closely related course of study;
AND
Five (5) years of increasingly responsible professional experience within a human resources or finance department, with at least two (2) years related supervisory experience.

Desired Qualifications: Public Sector Experience
When assigned to a specific functional area as noted above, additional knowledge and experience in such area may be desirable.
Licenses and Certifications
• Possession of, or ability to obtain and maintain, a valid California Class C driver’s license and a satisfactory driving record. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
