Job Description
YRCI is seeking a full-time Sr. Human Resource (HR) Specialist (Onboarding QC/QA) to support our Human Resources Remote Operations Center (HRROCâ„¢), located in Reston, VA. YRCI’s HRROCâ„¢ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts!
The Quality Control and Quality Assurance (QC/QA) Sr. HR Specialist will function as an independent, roving oversight resource embedded within the team. This position will not carry primary recruitment assignments but will instead support Sr. Specialists in the review of completed and in-progress actions to verify compliance with the agency’s Merit Hiring Plan, compensation policy, the Office of Personnel Management (OPM) Guide to Processing Personnel Actions (GPPA), Veterans’ Preference rules, and any standing agency guidance or policy updates.
The Role (Fully Remote)
• Although the YRCI home office is located in Reston, VA, this position is fully remote.
• Serve as an Onboarding Team Subject Matter Expert (SME) on the team providing advice, guidance, training and quality review and quality control support to team members on the Federal hiring process. Provide clear, actionable feedback and corrective guidance to improve quality and consistency.
• Navigate and execute a wide range of Human Resources Information Systems (HRIS), data bases, and retrieval methods to provide data for reporting purposes.
• Specific QC/QA responsibilities include:
• Conducting file reviews at key stages of the onboarding process to include Tentative Job Offers (TJO), pay setting, Final Job Offers (FJO), recission of offer letters, coding of Standard Form (SF) 52s; issuing corrective guidance to area teams as needed.
• Monitoring the accuracy and completeness of documentation prior to submission or issuance.
• Act as the team’s go-to resource for policy interpretation and dissemination of new guidance.
• Provide weekly quality review summaries to the Team Lead and Supervisor to support ongoing performance management, case closeout status, and contract compliance reporting.
Job Requirements
• Minimum of six (6) to eight (8) years of experience in Federal onboarding activities to include drafting offer letters, setting pay, initiating security, and coding the SF-52 per the OPM GPPA.
• Knowledge of Federal schedules and the ability to accurately set pay for all types of appointment and position change actions.
• Expertise in the security, suitability, incentive, and Enty on Duty (EOD) negotiation process sufficient to properly onboard Federal employees.
• Demonstrated ability to apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
• Proven ability to conduct independent quality reviews and deliver constructive corrective guidance in a production-based environment.
• Must be proficient in the use of the USAStaffing New Hire Module.
• Must be a U.S. Citizen.
• College degree is preferred.
• Attention to detail, data quality, and data integrity.
• Must be proficient in the use of Microsoft (MS) Office Suite (Word, Excel, and PowerPoint).
• Must be able to obtain and maintain the government required security check.
